New Delhi, 08 August: Defence Minister Rajnath Singh on Tuesday introduced the Inter-Services Organisation (Command, Control, and Discipline) Bill-2023 in the Rajya Sabha to strengthen the Armed Forces after it was passed by the Lok Sabha.
The bill aims to further strengthen the great tradition of discipline inherent in our armed forces. He assured the House that this bill would prove to be a milestone in India’s military reforms.
In presenting the bill, he said that it is very necessary to strengthen our forces in view of the current global situation. Only with better coordination can our forces move forward towards achieving the desired results.
Therefore, this bill has been brought about for the purpose of better coordination and strengthening the integrated structure between the forces. The Defence Minister said that the Inter-Services Organisation (Command, Control, and Discipline) Bill 2023, introduced in the Rajya Sabha after being passed in the Lok Sabha, is also an important effort in those efforts.
The Defence Minister said that whenever a nation is moving forward on the path of progress, it has to make changes within itself according to the demands of the times. The same thing is fully applicable in relation to laws.
Our government has abolished many old laws that are obstructing the progress of the country and has also implemented new laws where necessary. The bill aims to further strengthen the great tradition of discipline inherent in our armed forces.
He assured the House that this bill would prove to be a milestone in India’s military reforms. This bill seeks to promote proper integration and jointness within our military.
Along with this, the bill provides better disciplinary or administrative powers to the heads of the inter-services organisations so that they can also strengthen our security institutions by bringing effective command, control, and discipline to their organisations.
The Defence Minister said that the bill has basically been drafted in consultation with the Ministry of Law and Justice after taking inputs from the Army, Navy, and Air Force. The whole process of taking disciplinary or administrative action against the employees involved in an incident is not only time-consuming but also leads to high expenditures due to personnel leave.
Apart from this, the problem also arises that many times, for the same offence, the authorities of different places give different decisions, due to which discrepancies arise. This bill will remove these anomalies.
