UP: There should be a competition between the Block Chiefs and Village Heads to catch the stray cattle: CS DS Mishra

Lucknow, December 31: The Chief Secretary Durga Shankar Mishra has directed the District Magistrates (DMs) of all those districts to consider holding a competition for catching stray cattle between the Block Heads (Block Pramukh) and the Village Heads (Pradhan).

He also suggested that the village head or block head, who takes more cows to the shelter places, should also be rewarded. From January 1 to 10, a campaign will be launched to take the abandoned cows to the cow shelters. The District Magistrate himself should make arrangements for the necessary facilities in the cow shelters.

Uttar Pradesh Chief Secretary Durga Shankar Mishra held a review meeting on Friday to review the progress of the transformation program of aspirational districts.

He gave necessary instructions to the concerned DMs after reviewing the district wise eight aspirational districts of Bahraich, Balrampur, Chandauli, Chitrakoot, Fatehpur, Shravasti, Siddharthnagar and Sonbhadra selected under the transformation programme.

He said that the indicators related to six thematic areas health, nutrition, education, agriculture and water resources, financial inclusion, skill development and basic infrastructure in these districts, which have shown a decline as compared to last month, should be improved. In the districts where remarkable work has been done, the District Magistrate should do field visits to get the feedback of the public.

He also said that in order to improve the ranking, the schemes run by the districts to improve the health and nutrition sector should be implemented efficiently. In order to improve the education sector, special facilities for girls, toilets, drinking water and electricity should be ensured in the schools in the districts.

“Availability of improved seeds, fertilizers, insecticides, etc. should be made accessible to the farmers. Under financial inclusion, facilities should be made available to the beneficiaries under Atal Pension Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana, Pradhan Mantri Suraksha Bima Yojana, Mudra loan for micro and small enterprises, account opening in Jan Dhan Yojana, linking of bank accounts with Aadhaar,” he added.

Mishra further said, under skill development, youth should be given skill training, employment, short and long term training should be provided to weak and marginalized youth under Pradhan Mantri Kaushal Vikas Yojana. In the basic infrastructure sector, individual toilets, drinking water, electricity connection, internet connection at gram panchayat level and common service center, all season roads, housing etc. should be provided under PMGSY. Because all these works are directly related to the convenience of the rural people.

From January 1 to 10, the campaign to catch the stray cattle

The Chief Secretary told the District Magistrates that complaints of stray animals are coming from some districts. This is causing problems to the farmers.

He directed that arrangements should be made to send abandoned cows to cow shelter centers by running a campaign from January 1 to January 10.

The number of beneficiaries under the participation scheme should be increased. He suggested organizing competition among village heads and block heads to free the village panchayats from the stray cattle by transporting the stray cattle to shelter centers. In this, the village heads and block heads who do good work should also be rewarded.

He asked the DMs to personally inspect the cow shelters and see the arrangements there. There should be no shortage of any kind in the centres. Along with straw, fodder, water, shed, proper arrangements for protection and treatment etc.

On increasing cases of corona in some districts, the Chief Secretary directed to increase the progress of vaccination and activate monitoring committees.

He said that those persons, whose second dose has become over due, contact them through Integrated Control Room and give them second dose. Emphasizing on making public aware about Corona, he said that people should be motivated for wearing masks and social distancing and public should be made aware through public address system in crowded places.

Additional Chief Secretary Secondary Education Aradhana Shukla, Additional Chief Secretary Agriculture Devesh Chaturvedi, Additional Chief Secretary Planning Suresh Chandra, Principal Secretary Animal Husbandry Sudhir Garg and senior officers of all concerned departments were present in the meeting. District Magistrates and other concerned officers of all the eight districts were connected through videoconferencing.
