Delhi: Parliament approves bill for integration of MCD

New Delhi, 05th April: The Rajya Sabha on Tuesday approved a bill to integrate the three municipal corporations of Delhi. After discussion on this bill in Rajya Sabha, it was passed by voice vote. With this the Parliament got the approval of this bill. The Lok Sabha has already passed the bill on March 30.

The Home Minister introduced the Municipal Corporation of Delhi (Amendment) Bill, 2022 for discussion in the House today.

Responding to the discussion in the House, he said that there is a provision to amalgamate three municipal corporations (North Delhi Municipal Corporation, South Delhi Municipal Corporation and East Delhi Municipal Corporation) through this bill. This bill will cut the expenditure on municipal corporations.

In his statement, the Home Minister explained the relevance related to the integration of the Municipal Corporations of Delhi.

He said that due to the integration of the three corporations, the system would be fine-tuned, the infrastructure facilities in Delhi would be expanded and the corporation would become self-reliant and self-supporting.

The Home Minister also replied to the allegations being made by the Delhi government. He said that this bill does not harm the federal structure in any way. Those who are in power and do hi-tawba everyday, they should see while fighting elections that how many rights will they get after fighting. If you are not satisfied with the right, then you should not fight.

He said that the political situation is not going to change even after the elections are held after six months. The fear has been those who feel that he will not be able to win the election after six months.

He said that the bill has been introduced after the expiry of the tenure of the corporations so that the democratic right of the elected councilors is protected. Also, it would be wrong to say that the Bill has been brought out of fear of defeat.

Amit Shah said that the Delhi government has tried to throttle them financially by stopping the financial grants to the municipal corporations of Delhi. Due to stopping the rights of municipal corporations, he is currently in loss of 11 thousand crores. If the Delhi government had not done so, the corporation would have been in profit of 20 thousand crores.

During the debate, the Home Minister referred to the Constitution when raising the issue of rights of the states. Shah said that the distinction between a Union Territory and a State is clear in the Constitution. Delhi is a union territory. The Centre has every right to bring a bill for that.
