UP: Vidhan Sabha proceedings witnessed record productivity

Lucknow, 01 June: The budget session of the Uttar Pradesh Legislature was prorogued on Tuesday. During this, the assembly, the lower house of the legislature, worked for a total of 55 hours 57 minutes. The most important thing is that this time the proceedings of the assembly were not interrupted even once.

Assembly Speaker Satish Mahana thanked the members of the House at the end of the first session of the 18th Assembly.

Mahana said in a press conference held at Tandon Hall of Vidhan Bhavan on Wednesday that all party leaders and members took part in the substantive discussion. A total of six important bills were passed in this session. All the members took part in the introduction of Bills and the making of laws.

Speaker Mahana said that there were 08 sittings in the session. The proceedings of the House lasted 55 hours 57 minutes. In the first session of the 18th Legislative Assembly, the best thing was that the House was not disrupted in it. Short notice questions 03, starred questions 439, unstarred questions 1524 were received in the eight-day sitting. Almost all of the starred questions that were raised daily were taken, which is a record in itself. In many previous assemblies, not more than 5-6 questions could be taken.

Speaker stated, similarly, the number of notices of Rule-51 and Rule-301 has also increased in this House. 489 notifications were received under Rule-301. Of these, 248 notifications were accepted. Normally only 15 notifications were accepted. However, in this session, double or much more information was accepted in public interest. In Rule-51, 753 notices were received.

He apprised further, out of them 330 notices were accepted and the attention of the Government was drawn in respect of 301 notices. The number of these information to be accepted under Rule-51 is also much more than before. Therefore, a new dimension has been set in this session for information of public interest.

Mahana said that 36 notices were also received under Rule 56 of the suspension of work. Three of them were accepted and others were attracted. The number of members speaking on the Governor’s address and budget in this session is also noteworthy. A total of 76 members of the ruling party and 49 members from the opposition, including the Chief Minister and Parliamentary Affairs Minister, participated in the discussion on the budget. Altogether 125 members expressed their views.

Speaker told, a total of 68 members of the ruling party and 50 members of the opposition, ie a total of 118 members, expressed their views on the address of the Governor. A total of 07 hours 41 minutes was discussed by the ruling party and a total of 06 hours 07 minutes by the opposition on the budget speech. In this way 243 members addressed the House. This is a record in itself. The proceedings of the House were conducted normally till 8 o’clock in the night or even beyond. Younger members of the House were also given maximum opportunity to speak.

He said that the system of e-Vidhan was started in this session. The Speaker said that surprisingly almost all the members used new technology and carried out their proceedings in the Vidhan Sabha only through e-Vidhan. The proceedings of the Vidhan Sabha were conducted almost paperless for the first time. It is noteworthy that the budget session of the state legislature, which began on May 23, was prorogued on May 31.
