Lucknow, June 11: Uttar Pradesh Chief Minister Yogi Adityanath has warned of stringent action against those who spoil the atmosphere of the state.

Yogi has issued instructions to the district and police administration to be in alert mode for 24 hours.

Chief Minister Yogi was reviewing the law and order situation in the state through video conferencing on Saturday evening. In this meeting, the Divisional Commissioners, District Magistrates and top officers of the Police Department of all the districts of the state were involved from their respective districts.

At the state headquarters, along with the Chief Minister, the Chief Secretary and the Director General of Police along with other senior officers were present.

During this, the Chief Minister said that in the past, attempts were made to disturb the atmosphere of social peace and harmony by anti-social elements in various districts of Kanpur, Prayagraj, Saharanpur, Moradabad, Hathras, Firozabad, Ambedkar Nagar.

Earlier on June 03, a similar attempt was made in Kanpur. Even then, instructions were given for vigilance, due to which peace remained in most of the districts of the state. For this peace system to be permanent, one has to be cautious and careful.

Here are the main guidelines of the Chief Minister

Effective action has been taken by the Uttar Pradesh Police and Administration on the ill-fated efforts of anti-social. Presently the situation is under control, but we have to be prepared for any kind of situation. Police and administration remained in 24ร—7 alert mode.

It is sad that the conspirators have resorted to teenage youth for their malicious purposes. Therefore, the identification of the main conspirators is essential. It has to be understood that such attempts by anti-social elements may happen again in the coming days. The purpose of these people is to disturb the peace and harmony of the state. We have to thwart such attempts by working as a team.

We are citizens of a democratic country. In such a situation, we have to maintain dialogue with all the parties. Maintain constant communication with religious leaders / civil society.

Along with this, action should also be continued against the miscreants. Action should be such that it becomes an example for all elements having anti-social thinking. No one can even think of spoiling the atmosphere. In such a situation, dialogue and sector scheme should be implemented.

The officers of the field have the right to take all kinds of decisions to strengthen the law and order. Take your appropriate decisions considering the local situation. In all the districts where there is a apprehension of deteriorating environment in the coming days, section 144 should be implemented as per the requirement.

In every case, the damage caused to public/public property should be recovered from the guilty person concerned. The process of sending recovery notices has started in Prayagraj. Other districts should also take immediate action. A tribunal has been constituted in this regard, strictest action should be taken as per rules.

Illegal earnings are spent only in anti-social activities. In such a situation, collect complete details of bank accounts/properties etc. of the conspirators/accused. Their financial sources should be thoroughly investigated. Investigate by forming a dedicated team. Lead senior officers in such cases.

Deal strictly with zero tolerance policy towards those issuing mischievous statements. All the harshness should be done with the chaotic elements trying to spoil the atmosphere. There should be no place for such people in a civilized society. Do not tease a single innocent and spare no one guilty.

CM Yogi ordered deployment of additional police force in sensitive areas. Every evening the police force must do foot patrolling. PRV 112 remained active.

Action of โ€œBulldozerโ€ is for professional criminals/mafia. This action should be continued continuously. No bulldozer action will be initiated even by mistake against any poor in the state. If a poor helpless person has got a house constructed at an unsuitable place due to certain reasons, then it should be properly arranged by the local administration, then action should be taken by others.

Those who patronize the mafia will be dealt with strictly. No attempt to disturb the atmosphere will be accepted.

The conspirators/accused should be identified and arrested at the earliest. Check CCTV footage thoroughly. Legal action should be taken against such people under the rules of NSA or gangster. If any criminal is again found involved in any chaotic incident, then definitely mention it in the charge sheet.

Illegal taxi stand, bus stand / rickshaw stand should not be operated in any district of the state. Such stands encourage illegal recovery. Wherever such activities are being conducted, they should be stopped immediately while selecting the contractor for the taxi stand, get his duly police verification done. Provide the complete report of the action taken so far to the Chief Minister’s Office. In coordination with the Transport Department, the operation of Daggamar buses should be stopped.

The satisfaction of the common man is the most important. All the officers/personnel associated with the administration should understand this. Common man has the right to get justice. A period of one hour every day is fixed for public hearing in Tehsils/Authorities etc. offices having direct connection with public interest. During this period, the officers should meet the public, listen to complaints/problems and resolve them on merit. IGRS/CM Helpline has emerged as a good medium to solve the problems of the people. Do not keep the matter pending. These should be continuously reviewed in every office.
