New Delhi, February 9: On Rahul Gandhi’s question on Prime Minister Narendra Modi’s caste, the National Commission for Backward Classes (NCBC) has replied that the notification to include Modh Ghanchi caste in the backward caste (OBC) was issued by the Gujarat government on July 25, 1994.

The Commission has clarified that Modh Ghanchi caste is in the divisional list at 91 (A). Notification for inclusion of Modh Ghanchi caste in the state list of OBCs was issued by the Government of Gujarat on July 25, 1994.

The National Commission for Backward Classes advised the Central Government on November 15, 1997 to include Modh-Ghanchi in the Central List of OBCs for the State of Gujarat and a Gazette notification for the same was issued on 27 October 1999.

According to the National Commission for Backward Classes Act, 1993, the advice of the National Commission for Backward Classes for inclusion of any caste in the central list of OBCs was generally binding on the Central Government.

There are 104 castes and communities including Modh Ghanchi caste in the central list of OBC for the state of Gujarat.

According to the Commission, when both the above decisions were taken to include Modh-Ghanchi in the state list of OBCs as well as the central list of OBCs, Narendra Modi did not hold any legislative or executive post.
