CM Yogi orders to reduce the stamp duty on rent agreement

Lucknow, June 22: Chief Minister Yogi Adityanath held an important meeting with the officials of the Stamp and Registration Department on Saturday. During this, he also gave necessary guidelines regarding Online Registration Rules 2024.

He said that online system of stamp and registration is the need of the hour for ease of living, better records and data management. Preparations should be made as soon as possible regarding this and a draft should be prepared and presented.

CM Yogi also gave instructions to reduce the stamp registration fee of rent agreement of residential, non-residential and commercial property. For this, different brackets should be made and the process of agreement should be simplified.

The Chief Minister said that the entire system of codification, e-registration and e-filing of registration present under the Online Registration Rules 2024 should be transparent. The work of e-registration should be done through government agencies and RERA approved institutions. At the same time, e-filing should be done through bank file 6 (1), rent agreement up to 12 months and any document under section 18 and 89 of the Registration Act 1908.

Chief Minister Yogi said that in Phase-1 under e-registration, government agencies – Development and Industrial Development Authorities should be given approval for sale deed, agreement and lease deed. Presentation and approval should be given by the nodal officers of government agencies. Also, the photo and signature of the parties should also be done digitally or electronically. Registration will be done by the Registrar Officer on the basis of electronically transmitted data of the above process.

He said that in Phase-2 of e-registration, it should be extended to the institutions approved by RERA for sale deed, agreement and lease deed. Under e-filing, processing of bank files has already started in Phase-1, while in the second phase, rent agreement for up to 12 months, online stamping, e-signature and e-KYC verification of parties and witnesses should be ensured through Aadhaar.

The Chief Minister said that in the current scenario, presence in the registry office is mandatory for registration. This is not only inconvenient for the citizens of the state, but is also a time-consuming process. After the introduction of e-registration, citizens will get a lot of relief from this. This will eliminate the need for a mediator, while people will also save money and time. Apart from this, there will be no need to face legal and any other kind of problem. Along with this, the efficiency of the offices will also increase.

The Chief Minister said that registration records are very sensitive records and there is always a possibility of tampering with them. Apart from being secure, electronic records are also easy to verify.
