Ex Vice Chancellor held in Ghaziabad for usurping govt protocols, other facilities as High Commissioner of Oman

Ghaziabad, March 13: The Kaushambi police on Thursday arrested a Natwarlal who was getting government protocol and other facilities by falsely claiming to be the High Commissioner of Oman. The accused has been the Vice Chancellor of four universities and is also a member of an NGO.

Police recovered ID card, 42 visiting cards, 01 red and blue light, 01 plate number HR 26 CN 0088 and 01 blue plate number 88 CD 01 and a black Mercedes car from his possession. The Oman government also said that no person of this name is the High Commissioner.

DCP Trans Hindon Nimish Dashrath Patil told in a press conference that the name of the arrested Natwarlal is Narendra Singh Rana who is originally a resident of Agra district (UP) and currently lives at 13, National Park Road, Lajpat Nagar 4, Amar Colony Police Station, Delhi. The accused worked as a professor in Agra University, Agra from 1982 to 2015 and he also has a college named Krishna College of Science and Technology in Agra and a resort in Rajasthan.

DCP further told that after retiring from the post of professor in Agra in 2015, he worked in the Appraisal Authority in the Ministry of Environment from 2015 to 2018. He worked as Vice Chancellor in Kumaon University, Nainital (Uttarakhand) from 2018 – 2020, Almora Residential University (Uttarakhand) from 2020 – 2021, Mewar University (Rajasthan) from 2021 – 2022 and Jaipur Technical University (Jaipur) from 2022 – 2024.

He told that the accused became a member of an NGO named India GCC Trade Council in the year 2024. The work of this NGO is to increase India’s trade in Gulf countries. Later he became the Trade Commissioner of the NGO to increase trade with Oman and taking advantage of this, he started taking advantage by calling himself the High Commissioner of Oman. The accused changed the number plate of his personal car HR26 CN 0088 and started using the blue number plate used by diplomats whose number is 88 CD 01.

  • Has received VIP protocol in many districts including Faridabad, Mathura

Accused Krishna Shekhar Rana, claiming himself to be the High Commissioner of Oman, sent a fake letter from the Embassy of Oman to the District Magistrate Ghaziabad to obtain VIP protocol. The accused had earlier also received VIP protocol in Mathura, Faridabad (Haryana) by claiming himself to be the High Commissioner of Oman. In February 2025, he had attended a program organized in a hotel in Delhi as the Chief Guest by claiming himself to be the High Commissioner of Oman. In many such public programs, VIP protocol has been misused by claiming himself to be the High Commissioner of Oman

  • The accused was caught due to a suspicious document

Shri Patil told that he had also sent a fake letter in Ghaziabad demanding protocol. Along with this, he also attached a suspicious document, which when investigated by the police, he was questioned when the matter was found to be suspicious. After this, the whole matter started getting revealed.

Police station Kaushambi and Ashok Tomar, outpost in-charge UP Gate police station Kaushambi registered a case against the accused under sections 319(2),318(4),336(3) BNS.

During police interrogation, Rana told that by claiming that he is the High Commissioner of Oman, he easily gets VIP security and facilities, that is why he made a fake blue number plate used for foreign diplomats on his private car and installed it on the front and back of his car and also installed red and blue lights on the car, flag sticker of Oman on the front and rear windshield of the car, red sticker of World Human Rights Protection Commission on the front windshield of the car.

Accused further informed that he and his personal secretary Dev Kumar started telling people that I am the High Commissioner of Oman in a fake manner. He admitted that he is not appointed on the post of High Commissioner of Oman. He used to prepare such forged documents only for the purpose of obtaining security and protocol through illegal means and send it to the District Magistrate of the district wherever VIP security and facilities were required.
