Lucknow,July 31: On the third day of the monsoon session of the Uttar Pradesh Legislature on Wednesday, the UP Nazul Property (Management and Use for Public Purpose) Bill-2024 was passed by the Assembly amid heavy opposition.
As soon as the proposal of this bill came, there was a lot of uproar in the House. Harsh Vardhan Bajpai from the ruling party, Raghuraj Pratap Singh of Jansatta Dal opposed. Members of the main opposition party Samajwadi Party came to the well and raised slogans.
BJP member Harsh Vardhan Bajpai said that people have been living for 100-100 years on the land received 75 years before independence . PM Modi is giving houses to the people. Will you demolish it? The officials have given wrong feedback to the government. The BJP member said that the land on which the houses of the poor are built should be made freehold. Raghuraj Pratap Singh and Congress member Aradhana Mishra Mona also opposed this bill. SP also opposed this bill. They raised the demand to send it to the Select Committee. Due to the rejection of the demand in the House, SP members came to the well and started raising anti-government slogans. SP members sat on a dharna there. On behalf of the government,
Parliamentary Affairs Minister Suresh Khanna said that the ownership of Nazul land cannot be given to anyone. Yes, a provision is being made for such relaxation that if the person who had deposited the amount for the lease wants, the time of his lease will be extended.
Khanna clarified one more thing. He said that arrangements will be made in this bill so that no poor person faces any problem. With this , the Nazul Land Bill was passed by voice vote amid uproar . After the Uttar Pradesh Nazul Property Bill-2024 takes the form of an Act, the Nazul lands located in Uttar Pradesh cannot be converted into full ownership in favor of a private person or private institution . Any application before any court or authority for transfer of ownership of Nazul land shall be void and deemed to be rejected. If any money has been deposited in this regard, the amount shall be refunded with interest calculated at the marginal cost of funds based lending rate of State Bank of India from the date of such deposit. The lease of such Nazul land holders whose lease is still in force and are regularly paying lease rent and have not violated any condition of the lease, the Government may either continue their lease on such terms and conditions as may be determined by the Government from time to time or terminate such lease.
Under this, reservation of Nazul land and its use will be done only for public units.
Uttar Pradesh State Capital Region Bill also passed in the Assembly Uttar Pradesh State Capital Region (SCR) Bill was also passed in the Uttar Pradesh Assembly on Wednesday . Under this bill, State Capital Region (SCR) will be constituted on the lines of NCR. After the passage of the bill, SCR will be constituted by combining Lucknow and its neighboring districts Unnao, Hardoi, Sitapur, Rae Bareli and Barabanki. This will enable proper, systematic and quick development of these districts. Systematic and rapid development will be promoted.
Through the Uttar Pradesh State Capital Region and Other Regional Development Authorities Formation Bill-2024, the state government has proposed to establish Uttar Pradesh State Capital Regional Development Authority and other Regional Development Authorities. No expenditure burden is proposed on the state government for its formation. Under this, the State Capital Region has been created by including 27 thousand 860 square meters area of all 6 districts. With this, rapid development can be done in all these districts and facilities can be provided to the people living here on the lines of NCR.
The Regional Development Authority will prepare a regional plan for its region in coordination with the concerned development authority, corporation, local body and various government departments , which will promote the overall development of the region and quality infrastructure projects. Apart from this, infrastructure projects and public facilities in the private and public sectors will be developed according to the needs of the entire region. Planned regional development will increase employment generation in all sectors like housing, infrastructure, transport, industry etc.
