Scholarships for minority students: UP Minister calls for merit-based approach to encourage meritocracy

Lucknow, 27 Sept: The Uttar Pradesh Minorities Department has changed the requirements for minority students receiving scholarships. Scholarships would be awarded to excellent students from minority populations first, rather than on a first-come, first-served basis.

According to Dharampal Singh, minister of minority welfare and Haj, a merit-based system has been developed with the goal of fostering merit and bringing transparency to candidate selection.

Singh stated that the guidelines for scholarships for pupils in pre-tenth grade in state-recognized educational institutions were issued in 2016 and were changed twice. Scholarship guidelines for classes of ten or more were issued in 2012. They were modified six times.

The department has established new regulations that include these revisions in accordance with current standards, and a merit-based preference system is being implemented. Payment has been made possible with Aadhaar authentication and an Aadhaar-based/DBT system.

Furthermore, the AISHE/UDISE code has been made necessary for educational institutions, and the funding for various post-secondary classes has been decided proportionally so that more students from minority groups may benefit, according to the minister. To guarantee that only qualified individuals get scholarships and fee reimbursement, it has been decided to transmit payments via the ABPS/DBT system to candidates’ Aadhaar-linked bank accounts.

To ensure transparency and accountability under the scheme, the nodal officer of educational institutions will verify the candidates through their digital signatures, and the file will be sent to the district scholarship approval committee after verification by the district minority welfare officer.
