UP Cabinet decision: Teachers of aided degree colleges now to be transferred only after 3 yrs of service

Lucknow, 4 November: The Yogi government has given a big relief to the teachers working in the aided degree colleges of the state. An important decision was taken in the meeting of the Council of Ministers on Monday , in which now teachers will get the right to transfer after only 3 years of service instead of a minimum service of 5 years. This decision will be of special benefit to women teachers serving in various districts of the state away from home, as they will get the opportunity to return to their family in less time than before. Teachers will get relief from the new rules

According to the New Higher Service Rules 2024, teachers working in the aided degree colleges of the state , who are appointed on a regular basis and permanently posted, will now be able to request their transfer after only 3 years of service . Earlier this limit was 5 years. Under the new rules, there is also a provision that teachers will be entitled to transfer only once in their entire service period . The intention of the Yogi government behind this decision is that it will have a positive impact on the teacher community. Women teachers and other teachers who are facing difficulties due to staying away from home will get a lot of relief from this rule. This step of the Yogi government is being seen as a concrete effort towards maintaining balance and stability in the education system.

New arrangements implemented under Act-2023 The Yogi government has recently implemented the Uttar Pradesh Education Service Selection Commission Act-2023, which was promulgated on 23 August 2023. Under this Act, the Uttar Pradesh Higher Education Service Commission Act-1980 has been repealed, due to which the transfer rules issued under the 1980 Act have automatically ended. After this, the rules issued in 2005 have also been repealed , which created the need to make a new rule. Under Section-31 (1) of the Act-2023, a new system of selection in the education service has been implemented, which will further facilitate the process of transfer in the teacher community. Under this new system, teachers will be able to apply for transfer only with the approval of the management of their college and the university , which will have to be submitted to the Director, Higher Education. Transfer

The process has become simple and transparent. Under this new manual , teachers will have to follow the due application process to make a single or mutual transfer from one college to another. The application form will be submitted through the management of the concerned college, which will be approved by the university. The application can be sent to the Director, Higher Education only after the consent of the management. This will bring transparency and clarity in the transfer process, as well as avoid unnecessary delays .

Experts believe that this decision will be helpful in increasing the professional satisfaction of teachers. Also, this step also fulfills the objective of women empowerment in the education sector, as it will benefit those women teachers who are forced to serve away from their families. This decision of the Yogi government is considered to be a big step towards balance and improvement in the educational structure of the state. There will be more dedication and commitment in teaching work. 

Higher Education Minister Yogendra Upadhyay said that after the implementation of this manual, teachers will get an opportunity to return to their home district, which will bring more dedication and commitment in teaching work. This will not only increase the level of satisfaction of teachers at the workplace, but students will also benefit as teachers will be able to perform their duties with more comfort and satisfaction.

He said that this change made by the Yogi government in the transfer rules of teachers of aided degree colleges will have a positive impact on the education sector of the state.
