UP govt re-implements ‘stamp scheme’ by just paying 100 rupees fine

Lucknow, 08 January: The Uttar Pradesh government has decided to re-implement the ‘Stamp Deficiency Settlement Scheme’ with the aim of quick disposal of pending stamp cases in the state and accelerating revenue collection.

This scheme will remain effective till March 31. Under this, the parties can get the pending cases resolved by paying a minimum fine of Rs 100 and interest as per rules.

Minister of State for Stamp and Registration (Independent Charge) Ravindra Jaiswal gave this information by organizing a press conference in the Vidhan Bhavan.

He said that the one-time settlement scheme has been prepared by the Stamp Registration Department to settle the pending cases under the Indian Stamp Act, 1899. Thousands of cases are pending in the courts of the Stamp Collector and CCRA of the state, due to which the state is suffering revenue loss. The speedy settlement of these cases will not only increase the revenue of the state, but will also provide relief to the public from delay in justice and financial burden.

He said that as per the expectations of the Prime Minister and the Chief Minister, the one-time settlement scheme is being operated under the initiative of making governance easy for the public. Earlier, a penalty of up to four times was charged in cases of stamp shortage, which became a heavy financial burden for the parties. Under the new scheme, this penalty has been reduced to only Rs 100. This will provide financial relief to the parties. Apart from this, the burden of interest increasing due to pending cases will also be reduced.

For effective implementation of the scheme, all the concerned courts will send notices to the parties, so that they can get information about the scheme. Interested parties can submit applications in the prescribed format. The concerned officers will take necessary action by fixing a date within a week on the applications. This will not only reduce the number of cases, but the public will get the benefit of quick resolution. The revenue income of the state will also increase under the scheme. The settlement process will be simple and transparent, which will increase confidence in the public.
