Lucknow, 24 August: The Yogi government of Uttar Pradesh has fixed cleanliness, transparency and accountability in the work of officers and employees of all departments.
Through the Manav Sampada portal, the government has made all the activities of the officers and employees online. From their appointment to leave management and from transfer to retirement, arrangements have been made to make the details online on the portal.
Not only this, the government has also directed the officers and employees to declare their movable and immovable assets on the portal by December 2023. Action will not only be taken against those who do not do so within the stipulated time, but their promotion will also be stopped.
By conducting these activities in the Manav Sampada Portal, the government has tried to bring transparency in the working of the officers and employees of all the 74 departments of the state by providing all the facilities, while their accountability towards the government and the public has also been fixed.
The details of movable and immovable property will also have to be updated every 5 years.
The Yogi government has recently issued an order directing all the officers and employees of the state to compulsorily submit the details of their movable and immovable assets on the Manav Sampada portal by December 31, 2023.
A warning has also been given that non-submission of details of movable and immovable assets by the due date will be taken adversely and in this regard, taking cognizance of this fact in the meetings of departmental selection committees to be held on January 1, 2024 and thereafter, such personnel Unless the details of their movable and immovable property are presented on the portal, their promotion cases will not be considered.
Officers and employees will also have to update the details of movable and immovable property every 5 years.
All details of personnel will be updated on the portal
Earlier this month, the Yogi government had decided that by October 1, 2023, all the service details of the personnel would be updated on the Manav Sampada portal. This includes necessary things like appointment to joining, dismissal, leave management, merit based online transfer system, annual appraisal report management, salary withdrawal and service book management.
This order will be applicable to all directorates, corporations, boards, commissions, authorities, councils and all government-controlled institutions operating under all departments and departments. The details of newly appointed employees, retired and deceased employees including transfers, discharges from different levels will also be updated on the portal.
Apart from this, the details of complete posting profile of the personnel, disability, husband and wife being in government service and serious illness etc. will also be recorded in it along with verification.
From salary to annual evaluation on the portal
Not only this, the salaries of all officers and employees will be released on the basis of consolidated and certified data of Manav Sampada Portal and DDO Portal. Pay slips of the employees will also be available on the login ID on the portal.
At the same time, the annual evaluation of all government officers and employees will also be done through the portal. Merit based online transfer has also been arranged on this.
Not only this, all types of leave will be approved through the portal only. Data on training of personnel will also be available on the portal. To monitor all these activities and operate the portal, a new section (Section-5) will be formed under the Personnel Department and PMU will be operated at NIC level. The cyber security of the portal will be ensured by NIC.
