
Yogi govt launches new transport rules, portal for safer mobility
Lucknow, August 21: The Uttar Pradesh government has implemented the Motor Vehicles (Aggregators and Distribution Service Providers) Rules, 2026 and launched the upmyfleet.com portal, introducing a new system that enforces strict standards for passenger safety, driver welfare, pollution monitoring, promotion of electric mobility, transparent fares, and swift complaint resolution to make transport and delivery services more safe, organized, and accountable.
The Uttar Pradesh government has implemented the Uttar Pradesh Motor Vehicles (Aggregators and Distribution Service Providers) Rules, 2026 through a notification dated May 22, 2026. Under this policy, rules have been established for aggregators and delivery service providers regarding application, licensing, security deposit, and operations. This system is important for services based on digital or electronic platforms that provide transportation to passengers or deliver products, couriers, packages, or parcels by connecting a driver with a seller, e-commerce entity, or sender. This means that app-based passenger transportation, along with delivery and logistics networks, are also covered.
Under the new policy, aggregators will be required to follow a prescribed procedure for operation. The application fee is set at ₹25,000, and the licensing fee is set at ₹500,000. This will create a clear and formal regulatory framework for the operation of aggregator services. This system will benefit both the government and the companies. Companies will receive clear guidelines regarding regulations, safety standards, and service quality, while the Transport Department will have a systematic framework for monitoring aggregator services.
The policy links the security deposit required by aggregators to the size of their vehicle fleet. The rules stipulate a security deposit of ₹10 lakh for a fleet of up to 100 buses or 1,000 other vehicles, ₹25 lakh for a fleet of up to 1,000 buses or 10,000 other vehicles, and ₹50 lakh for a large fleet of more than 1,000 buses or 10,000 other vehicles. This will increase the accountability of large-scale aggregators. The security deposit provision is crucial to ensuring effective regulatory action in the event of violations of license conditions or motor vehicle laws and regulations. It also prohibits arbitrary fare increases and sets a maximum limit for dynamic pricing.
The new policy also makes important provisions regarding fares charged to passengers. In the event of fare increases by aggregators through dynamic pricing, fares can be set at a maximum of 50 percent of the prescribed base fare. This will help control excessive fare increases during periods of increased demand. Passengers will have greater clarity regarding the actual cost of the service and the maximum fare, while aggregators will also have clear pricing limits. A penalty of ₹100 has been introduced for failing to pick up a passenger after booking.
Keeping passenger convenience and time savings in mind, a penalty of ₹100 has been imposed if the driver fails to pick up a passenger within the stipulated time after the trip is booked. The policy also provides that the benefit from this penalty will be passed on to the passenger on the next trip. This can help curb the problem of drivers canceling the trip without a valid reason or failing to pick up a passenger after accepting a booking. It will also prioritize passenger time and convenience.
Each aggregator will have an officer to resolve complaints. To address passenger issues, each aggregator will be required to appoint a Grievance Redressal Officer. This will provide a dedicated mechanism for passengers to lodge and resolve complaints regarding fares, bookings, drivers, service, or other issues. Furthermore, penalties have been established for violations of license conditions and provisions of the Motor Vehicles Act and Rules.
A state government spokesperson stated that upmyfleet.com is playing a key role in implementing the new policy. According to the document, the aggregator portal is currently operational, with two aggregators in the NCR region and their 315,218 vehicles onboard. This digital system will create a systematic database of vehicles connected to aggregator services. This will help in regulatory compliance, monitoring vehicle pollution, and tracking fleets’ electric mobility transition.
