UP govt relaxes character verification rules for jobs
Lucknow, October 29: The Uttar Pradesh government has revised its character verification policy for government recruitment, stating that candidates will no longer be disqualified solely on the basis of an FIR. The new guidelines mandate a verification report within 30 days, provide candidates an opportunity to present their case in the event of an adverse report, allow provisional appointments before completion of verification, and require detailed investigations for appointments to sensitive and security-related posts.
The Principal Secretary M. Devraj released the new policy on Wednesday
The new policy will apply to direct recruitment in government departments, corporations, councils, educational institutions, autonomous bodies, undertakings, panchayats, and local bodies. Pending cases will also be resolved under this policy. Candidate verification will be conducted by the Director General of Police (Intelligence), the home district, and the district where the candidate has resided for more than a year in the last five years. In general, investigations will be conducted based on police records, and physical presence or questioning will not be necessary. In the event of an adverse report, the candidate will be given an opportunity to present their case.
Under the new policy, candidates must provide information such as arrests, prosecutions, convictions, dismissals from previous service, and commission/board bans in their applications. Withholding information may result in cancellation of appointments. Persons dismissed from the central or state government, and candidates convicted of serious crimes or charged by a court in certain cases, will be ineligible for government employment. Jobs will be disqualified for cases involving murder, rioting, treason, kidnapping for ransom, rape, dowry deaths, POCSO Act (Prevention of Children from Sexual Offences), paper leaks, cheating gangs, solver gangs, and forged certificates. Candidates with cybercrimes such as digital arrests/UPI fraud, the Prevention of Corruption Act, the PMLA, and the Gangsters Act will also be disqualified.
No one will be disqualified solely on the basis of political ideology, but members of organizations with the stated objective of violently changing the existing social order will be ineligible.
