
Yogi cabinet decisions: Historic identity restored as Jalalabad officially becomes ‘Parshurampuri’
Lucknow, July 6: In a cabinet meeting chaired by Chief Minister Yogi Adityanath on Monday, a proposal was approved to change the name of the town/city Jalalabad, within the Municipal Council Jalalabad area of Shahjahanpur district, to ‘Parshurampuri’. With this decision, the state government has decided to change the name of the town in keeping with its historical and cultural identity. With this cabinet decision, the town of Jalalabad in Shahjahanpur district will receive a new official identity as ‘Parshurampuri’. The name change will become effective after the notification is issued.
Finance Minister Suresh Kumar Khanna stated that a proposal presented to the Cabinet proposed renaming the town of Jalalabad, located within the Jalalabad Municipal Council area of Shahjahanpur district, as “Parshurampuri.” After considering the proposal, the Council of Ministers approved it. Following this decision, the relevant department will complete the necessary administrative and legal formalities regarding the name change. The town’s name will then be changed in all government records, departmental documents, and other official records according to the prescribed procedures.
Jalalabad is renowned as the birthplace of Lord Parashurama
Jalalabad, a town within the Jalalabad Municipal Council area of Shahjahanpur district, is renowned as the birthplace of Lord Parashurama. This place is also prominently mentioned in mythological stories and various texts. Given this historical and religious significance, public representatives and local residents have long demanded that the town be renamed “Parshurampuri,” after Lord Parashurama. After the Government of India also granted its no-objection to this proposal, the state government has approved the proposal to change the name of the city of Jalalabad, within the Jalalabad Municipal Council area, to ‘Parshurampuri’.
International medal-winning athletes will receive more opportunities in direct recruitment
In the cabinet meeting, identified departmental positions will be included in the Uttar Pradesh International Medalist Direct Recruitment Rules-2022, providing more employment opportunities for international medal-winning athletes. Minister Girish Chandra Yadav stated that, in accordance with the cabinet decision, under the revised rules, international medal-winning athletes will be appointed to designated positions in various departments. These appointments will remain outside the purview of the Public Service Commission. This will provide better employment opportunities to the state’s athletes, and outstanding athletes will be provided employment commensurate with their achievements.
The cabinet meeting chaired by Chief Minister Yogi Adityanath on Monday approved the action plan and financial provisions for the Chief Minister’s Risk Management and Livestock Insurance Scheme (State Scheme). The objective of this scheme is to protect farmers, livestock owners, and dairy operators in the state from financial losses due to animal deaths or accidents and provide them financial security. A budget provision of ₹60 crore has been made for the implementation of this scheme in the financial year 2026-27. The state government will bear 85 percent of the insurance premium.
Gorakhpur Municipal Corporation will issue municipal bonds worth ₹80 crore and Moradabad Municipal Corporation will issue ₹50 crore
The cabinet meeting approved the proposal for the issuance of municipal bonds by Gorakhpur and Moradabad Municipal Corporations and the provision of funds from the Infrastructure Development Fund to enhance their credit ratings. This decision will assist both municipal corporations in raising market resources for urban infrastructure development.
Finance Minister Suresh Kumar Khanna stated that the state government’s objective is to make municipal bodies more financially capable and self-reliant. The Government of India will provide incentives for raising funds from the market through municipal bonds. Under this scheme, a grant of up to ₹13 crore is provided for bond issuances up to ₹100 crore and a maximum of ₹26 crore is provided for bond issuances up to ₹200 crore. All municipal corporations will comply with the Securities and Exchange Board of India (SEBI) regulations for issuing municipal bonds.
Modern 100-bed ESI hospitals will be built in Gorakhpur and Moradabad
The cabinet meeting approved key proposals to further strengthen healthcare facilities for the state’s workers and their families. The cabinet approved the allotment of land for the establishment of 100-bed Employees’ State Insurance Corporation (ESIC) hospitals in Gorakhpur and Moradabad and an ESIC Medical College in Varanasi. The Yogi government will provide land to the Government of India for these projects free of charge or at concessional rates.
For the construction of the hospital in Moradabad, 2.025 hectares of state government land from Gata No. 1336/9.984 hectares located in village Harthala, Tehsil and District Moradabad will be allotted free of cost to ESIC, Department of Labour and Employment, Government of India.
Similarly, a 100-bed ESIC hospital will be built on institutional plot No. AL-7 located in GIDA Sector-09 in Gorakhpur, measuring 21,427 square meters (about 5.249 acres). To encourage the project, the land rate has been fixed at a concessional Rs. 2000 per square meter instead of Rs. 8720 per square meter.
Labor and Employment Minister Anil Rajbhar announced that approximately 13 acres of land in the village of Pindra in the Pindra tehsil will be provided free of charge to the Government of India for the teaching faculty for the ESIC Medical College to be built in Varanasi. The proposed medical college is estimated to cost approximately ₹800 crore, creating significant employment opportunities for doctors, paramedics, and contract staff. The majority of MBBS seats in the college will be available to candidates from Uttar Pradesh. Fifty percent of MBBS seats will be reserved for children of insured workers. Furthermore, 18 percent of seats will be filled by the state government and 7 percent by the central government. This will provide better healthcare and medical education to 1.45 lakh ESI cardholder workers in the organized sector in Varanasi and surrounding districts and their 5.50 lakh family members.
The Uttar Pradesh Startup Policy-2026 provides a shower of incentives
The cabinet meeting also approved the Uttar Pradesh Startup Policy-2026, along with the Uttar Pradesh Startup Mission. The new policy aims to promote innovation, entrepreneurship, and investment in the state, create new employment and self-employment opportunities for youth, and provide Uttar Pradesh with a strong, inclusive startup ecosystem at a global level.
Sunil Sharma, Minister of IT and Electronics, stated that under the new policy, the state government has provided comprehensive financial and institutional support to startups from the initial stage to scale-up. Under this policy, the subsistence allowance has been increased from ₹17,500 per month (one year) to ₹20,000 per month (two years). The prototype grant has been increased from ₹5 lakh to ₹10 lakh, and the seed funding from ₹7.5 lakh to ₹15 lakh. This assistance can be increased to ₹50 lakh under special circumstances.
Cabinet Approval for Uttar Pradesh Startup Mission
The cabinet meeting approved the establishment of the “Uttar Pradesh Startup Mission.” This mission, to be formed under the Societies Registration Act, will serve as the nodal agency for startup and innovation activities under the administrative control of the IT and Electronics Department. The mission aims to accelerate Uttar Pradesh’s goal of becoming a $1 trillion economy by 2030, promote entrepreneurship and startup culture, and strengthen incubators, innovation centers, deep-tech ecosystems, mentorship, and acceleration programs.
The Yogi Cabinet has approved the Data Center Policy-2026. Its objective is to develop the state as a green, AI-ready, and globally competitive data center hub. The policy aims to develop two gigawatts of additional capacity and attract an additional investment of ₹2 lakh crore. This is expected to provide short-term direct employment to 50,000 people.
