
CM Yogi reviews PWD action plan for 2026-27, stresses no compromise on standards
Lucknow, May 20: Chief Minister Yogi Adityanath on Wednesday reviewed the Public Works Department’s (PWD) action plan for the year 2026-27 via video conferencing (VC). All the district magistrates, ministers, and public representatives of the state were present.
In the meeting, the Chief Minister gave clear instructions to the officials that there should be no compromise on standards, quality, and timeliness in development works. He said that development proposals should be prepared in accordance with local needs from each district of the state and submitted within a week. The action plans will receive government approval in the first week of June. To this end, district magistrates should meet with public representatives and finalize development plans on a priority basis.
The Chief Minister said that the ground breaking ceremony and foundation stone laying ceremony of development works should be performed only by the concerned public representatives. He clearly stated that public representatives are not responsible for departmental shortcomings or contractor mistakes. It is the responsibility of departmental officials to ensure the quality of development projects and their timely completion.
The Chief Minister emphasized that connectivity and robust infrastructure are the lifeline of any state’s economic progress. Roads, bridges, and link roads are not just modes of transportation, but also a vehicle for promoting trade, employment, and social development. He instructed officials to avoid the “pick and choose” approach when preparing proposals and to give equal importance to the needs of each region.
The Chief Minister directed all District Magistrates and Chief Development Officers to appoint a nodal officer for each project in the district, who will regularly monitor the progress of work and ensure quality. He also directed that projects approved last year be reviewed and their progress reports be submitted to the government on time. The Public Works Department was also instructed to send separate teams to each district to conduct on-site inspections and independent reviews of the projects.
During the meeting, the Chief Minister also emphasized the importance of constructing helipads in view of emergency situations. He said that helipads are extremely useful in the event of a natural disaster, health emergency, or other crisis. In view of this, helipads should be constructed near every block, tehsil, and district headquarters. The Chief Minister also directed that the Public Works Department be responsible for their maintenance and that a fixed fee system be developed for their use.
Citing the impact of global conditions on fuel and bitumen availability, the Chief Minister directed the Public Works Department to adopt technological innovations. He stated that the department must make practical improvements in its working procedures to adapt to changing circumstances. The Chief Minister directed that quality concrete roads be constructed as required on rural roads up to two kilometers long. Furthermore, to reduce bitumen consumption, CTSB (Cement Treated Subbase) should be prioritized over GSB and cement-treated base technology over WMM, making road construction more durable and cost-effective.
The Chief Minister commended the Urban Development Department’s “CM Grid” scheme, saying it is an important initiative to strengthen urban connectivity, but its pace needs to be accelerated. He urged the Urban Development Department to prepare proposals tailored to local needs and ensure that every neighborhood and colony in the state has access to improved road and connectivity.
A detailed presentation was also given by the Public Works Department during the meeting. Officials informed the Chief Minister that more than 30,000 proposals have been received so far for the current financial year 2026-2027 under 17 heads of the department. The Chief Minister directed that all proposals be prioritized and schemes be implemented in a phased and timely manner, so that the benefits of development can reach the last person.
Present on the occasion were Union Minister of State for Animal Husbandry and Dairying SP Singh Baghel, Uttar Pradesh Minister of State for Forest and Environment (Independent Charge) Arun Kumar Saxena and Minister of State for Public Works Brajesh Singh, as well as Additional Chief Secretaries, Principal Secretaries, and senior officials from various departments.
