ECI declares ‘Dry Day’ for assembly-by polls in TN and WB

New Delhi, April 20: The Election Commission of India (ECI) has issued strict instructions regarding ‘Dry Day’ (liquor ban) on polling and counting days to ensure fair and peaceful voting. These instructions have been re-issued in view of the elections in Tamil Nadu and West Bengal.

According to the Election Commission, the Model Code of Conduct (MCoC) came into effect on March 15, 2026, with the announcement of Assembly elections in Assam, Kerala, Puducherry, Tamil Nadu, and West Bengal and by-elections in six states.

Voting in Tamil Nadu and West Bengal (first phase) is scheduled for April 23, while the second phase in Bengal will be held on April 29. Furthermore, the counting of votes for all voting states and union territories will take place on May 4.

Citing Section 135C of the Representation of the People Act, 1951, the Commission clarified that there will be a complete ban on the sale and distribution of alcohol in the respective constituencies for 48 hours prior to the scheduled end of voting. This ban will apply to hotels, restaurants, bars, shops, and any public or private places. May 4, the day of counting, has also been declared a dry day across the state and union territory. This will also include the date of re-polling, if any.

The Commission has directed that not only liquor shops, but also star hotels, clubs, and restaurants will not be able to serve alcohol during these days.

Individual liquor storage will be limited during this period, and the restrictions under the Excise Act on the storage of alcohol in unlicensed premises will be strictly enforced.
